The solutions for my case:

  1. Hold the key longer, more than 10 seconds, be patient.

#2
  1. Open and enable Accessibility > Keyboard > Accessibility keyboard
  2. Select any input area as Browser Address bar or Form
  3. Click whole 1-9 Number part through Accessibility keyboard + your Mouse/TouchPad (Do not use keyboard) and also write into the bar/form all the "special characters" as @#$...
  4. Then try Keyboard keys
  5. Disable and Close the Accessibility keyboard
  6. 🎉

had the same issues with a customers macbook today, checked software nothing in software fixed, i swapped touchpad cable, issue persisted, eventually swapped keyboard assembly and everything was working as normal
 
Tap on the option key 5 times to switch from key controlled cursor to number pad - and vice versa.
 
An old topic but could be another solution for those who have been still facing same problem.
I had the exact same problem my MBA late14, ..Not typing 1 to 9...Tried all suggested above.
Mine has been solved by simply after unplugging and replugging the battery.

I have MacBook air 2017 (A1466) and I have exactly the same problem. Everything is working fine I mean the 0 too, but the 1-9 numbers stopped work, or working absolutly random. I'cant belive this is a hardware error, more over, becouse it works properly for minutes. Then stop working again. So i think there is a software problem. Anyone has a solution maybe?
 
Click on the option key 5 times. That should correct it.
Thanks for the answer, but I tried. But it didn't work. I have a tip that it might be an SMC problem because I replaced the battery and after I did, the numbers 1-9 started working randomly. I reinstalled macOS Catalina and it still works randomly, but a little better. But it's very annoying and there's no solution for it anywhere. I also replaced the ribbon cable, but it didn't fix it. It's also annoying because sometimes it works, sometimes it doesn't and there was no physical impact, so I doubt it's a hardware problem. Especially since this exact same error has occurred with others. Replacing the keyboard in Hungarian is very expensive and I wouldn't buy a new laptop just for that reason because mine is in almost perfect condition, except for the 1-9 keys. :C

Update: I tried starting it without a battery using the factory charger, the error still occurs, so it's not a battery problem.

The solution is to reset the SMC:

Step 1: With the battery below 50%, turn it off completely without a charger.

Step 2: ON THE LEFT SIDE: SHIFT+CTRL+ALT(Option)+POWER BUTTON pressed simultaneously for 10 seconds. (apparently nothing happens) I did it for 12 seconds.

Step 3: release the button combination and turn on the laptop naturally with the power button.
(it boots a little longer) apparently nothing happened, but the SMC settings were returned to factory settings. And TA-DAAAA. It works. For me. :D

I messed up so far by not pressing all the buttons on the LEFT side, but all together and in the wrong order. So the side and the order in which you press and hold the buttons matter!
