I recently got an iPhone 7 Plus running IOS 10.0.2. I know downgrading is not possible because Apple has stopped signing 10.1.1, but can I upgrade to 10.1.1? If so, what is the process, do I use a IPSW?

You can only restore/upgrade/downgrade to firmware versions that Apple signs.
Currently the only version signed is 10.2
