10.14.5 App approval from Apple?

Just read something from Techtool Pro regarding 10.14.5 introducing a system where any app not from the app store needs to go to Apple to check for malware.
How will this work with licensing etc?

Are you an application developer? If not, there’s nothing for you to do.

The article I read made it sound like the user had to send to Apple.
