I am encountering the same problem- the download link for the 10.15.3 combo update shows as the 10.15.2 combo update.
 
yes, I also realize this halfway when it was 2,5 GB downloaded
it is still points to 10.15.2

I would wait a week probably just to make sure, As I am running fine with 10.15.2

Just upgraded last week with clean install and it is running smooth so far.

I just went to that page and it says:
"Download macOS Catalina 10.15.3 Combo Update"...

And when you click on the download link, you get the 10.5.2 Combo updater.
 
You can get the combo download through the Mac App Store. However, it is about ~ 8GB.

That's not the Combo, it's the full installer.

This link shows in the Safari "Status Bar" as 10.5.3. I have not tried it.
That gives me the en_US version which is a start but I don't know if it'll be different to the normal en_GB version I normally get because I'm in the UK.
 
I'm going to try this. I have a lab with twenty 2016 iMacs. Updating through System Preferences causes the iMacs to seemingly download the file, then immediately reboot. When I log back in, it tells me the installation failed and that there's a 10.15.3 update to download. It's been getting stuck in that loop. Hopefully using the DMG will fix that.

EDIT: Well, that answers that. It didn't work. The iMac "prepares" the update, asks for a restart and then immediately reboots to the login screen.
