I am planning on getting a new mac soon, however I do not know if it will be before or after 10.9 so assume before. I will also copy my system to an SSD.

I am guessing the restore partition will not be updated when the 10.9 installer comes out, right? It will also stay on my main hard drive, yes? Will either of those give me any problems?

I am not planning on using fusion but an external SSD for my boot drive. Internal will be partitioned between a system clone (usually not used, but so I am not up a creek if my external has an issue) and a data partition (as well as a scratch area and restore).
 
The OS is not actually on the recovery partition. All that partition is is 650MB partition with some tools and a stub that allows you to DL the full 4.7GB OS over the Internet.

The recovery partition is specific to each OS version. So when you upgrade to Mavericks the Mountain Lion recovery partition will be replaced with the Mavericks version.
