11.0.1 Safari - It often defaults to 480p even though I can select 4k without issue.

Lately it seems like most of the time I will open a video and even if I let it play for several minutes, it will just stick on something like 480p or 720p even though 1080p/2k/4k is available. Once I select a higher resolution, it continues to play without issue. I have a 1Gbps up and down connection and have tested the connection without issue.

YouTube is reducing its default video quality to standard definition for the next month

HD is still available if you manually select it.

There used to be a setting to specify default resolution, but couldn't find it. Often have to change to a higher resolution, but two tests I just ran defaulted to high resolution. No idea why.
