Because the amount of VRAM is not the only thing that counts. For example, 6490M uses GDDR5 while 6470M uses DDR3. GDDR5 is a lot faster. Also, since neither of the GPUs is a speed monster and have only 64-bit memory lane, they don't have great memory bandwidth, thus more VRAM wouldn't even be useful because the GPU is too slow to use it.

First, Why Radeon HD 6490M with 256MB is better than some 1GB Graphic Cards

And Can't macbook pro base 15" play games that need Video Card 512MB or better like GTA IV or Need for Speed Shift

why it has to be 256MB :(

Yes, you probably could play most games that require more memory but the performance could suffer.
