I'd say if you have the means to go with 256GB. I upgraded to the iPhone 7 256GB "Jet Black" couldn't be happier.
 
Since you didn't tell us anything about your usage we will assume the worst case scenario. I know some people that never back up their phone, they just keep up taking HD movies and photos. So you must get the 256GB.

Both offer a lot of storage capacity, but it's really quite difficult to make a recommendation without knowing your intended use.

Photos, videos, music and games can take up a lot of storage.

I would look at your current device to see how much storage you have available and how much is being used.

Another consideration is how will you be paying? I got my iPhone 7 via installment plan (hooray for the $650 trade-in offers :D). For the $4 extra per month, I decided to just get the 256GB model. Better to have it and not need it than vice versa. I've always gotten by with the 32GB iPhone but when I got the 6, my usage changed (started catching up with TV shows on the iPhone and cellular data is expensive). I regretted buying just 64GB instead of 128GB.

I'm on the 64GB iPhone 6 and don't regret it at all. Although don't use my phone for media consumption other than just music.

I bought the 256GB and it might be overkill as I still have 141GB left lol

Yes, 64 GB will be plenty for many people who don't use their phone for media. 128 GB will be perfect for most needs, including media. And 256 GB is good for those with tons of media who prefer it to live on the phone rather than in the cloud.
