Is my reception that bad, do guys randomly get this? I'll even walk outside for full bars

When 3G fails your phone will revert back to EDGE, but when EDGE fails your phone will revert back to GPRS, which is that O that you see.

3G = 3rd Generation Network
EDGE = 2.5 Generation Network
GPRS = 2.0 Generation Network

So when you walk outside, you are getting Full Bars of GPRS network (its OK for phone calls, but data will be even slower than EDGE)

I have Verizon And when I have that Circle data doesn't work at all. And it takes forever to get back to 3g
 
When a Verizon iPhone sees the circle it means you're on Verizon's 3G voice network. This network has better coverage, but the data speeds are near dial-up.
 
Verizon/Sprint with circle : 1xRTT
AT&T/GSM with circle : gprs

Translation: garbage speeds.

Nope, doesn't happen to me. I always have 3G (At&T). I think it's a problem with your reception.
