No surprise there.
You can only get "true" fast charging with a USB-C power adapter which supports USB-PD and the expensive Apple USB-C to Lightning cable.

The ravpower of course is 24W divided by the 2 ports, which is 12W out. Anker has the 30W usb-c power delivery brick for a descent price.
