13.3 Apple Pay gone: Apple Pay is already configured on this Mac for another disk.

After upgrading to 13.3 I get this message: Apple Pay is already configured on this Mac for another disk.
And I am not able to view the wallet or configure anything on it.

When I try to reset the setting it is stuck in an endless loop.

Does anyone else have this issue?

If I remember I logged out of iCloud, which means you disable all iCloud features.
Reboot and log back in.
