Are 13-inch owners still hampered by lower performance on the right hand Thunderbolt 3 ports?

If you're using a 13-inch MacBook Pro from 2016 or newer, always plug eGPUs and other high-performance devices into the left-hand ports for maximum data throughput.

I thought this wasn't the case with 2018 models?
 
Apple PR confirmed that all the ports on the 2018 MacBook Pro run at full speed, so the support article is wrong/out of date.

Thank you. I just sent back the Blackmagic eGPU because of poor performance but realised I was using the right hand side ports so thought it might have been because of that.
