Is the stock 8 gig ram enough for normal everyday tasks that include browsing, photo editing, light video work and file management?

Some people go on about how a 12" Macbook can do this so thinking surely a 13" model can too?

If your workflow requires it. Usually video/photo/audio editing or VMs. Otherwise 8GB RAM is absolutely fine if you're just browsing the Internet.

macOS's memory management is great. Even with a VM running it won't normally page to disk.

    It's enough.
For the usage you described, I doubt you'd ever need more...

If you plan on keeping the machine for 5 years or so then I’d get 16GB, over time programmes tend to need more ram.

I am in no way an expert, but I bought the 13in with 8gb 2 days ago and am returning it to get the 16gb. Running Lightroom CC is somewhat sluggish and its the only app open. Activity monitor shows 7gb of memory used consistently all day long with Lightroom using 4gb of that. I figured for an extra $200 it would allow the machine to be a little more future proof for a couple years.
