13" MBP Won't boot from Disc or USB

My 13" MBP (Spring 2010) will NOT boot from an OS X Snow Leopard disc (disc or USB bootable). I get a Kernal panic every time with the window shade and 20 languages telling me to restart my computer.
I am trying to boot from this to do a proper Permissions Repair.
Any ideas? Is there something about the retail 10.6 disc and the MBPs?
I am still looking for the disc that came with my computer.

Sounds like a hardware issue. Have you tried resetting the PRAM ?

Put in the "Application Install DVD" (not System Install DVD),
hold down "D" on boot and run the Hardware Test
