While cycling last week, I got caught in 5 minutes of heavy rain. I thought my 13 mini (which I mount on the bike) would be fine, and it was until Tuesday. I noticed the front camera looked a little foggy. By Tuesday evening, the screen turned white—the white screen of death. The phone wasn't covered by any warranty; I'd purchased it Amazon Renewed.

I use a Cricket plan and have a pretty limited budget as a youth pastor. What are your recommendations? Should I replace it? I'd love to get something newer for the better camera, and I'd like to stick to Apple. Or should I try to get the screen fixed? A Reddit thread said that the iPhone 13s all had water resistance issues and Apple Stores will replace their screens for free (even out of warranty), but some comments seemed to disagree.

I'm sure all Apple will do for you is offer an out of warranty replacement phone at your expense ($399). I doubt they wouldn't even replace the display if you wanted to pay for it. Too many chances for other damage from liquid ingress to emerge later down the line..
