Tried looking for posts about this type of comparison but no luck. I live in a country where even though the new phones are out, they would sell the last year's phone still. I found a store where the iphone 13 pro max and the 14 max (non-pro) are very near in price. If you were in my position which would you get? Is the camera quality in the 14 much better?

The pro series is always going to be a better phone than the standard. They share the same CPU this year but the 13pro max is superior. It has promotion display and a telephoto camera.
I would go for the 13 Pro Max if the price was fair for last year’s phone.
The only thing I can think if you’re missing is crash detection, but I’m not sure if that works in your country or even of interest for you.
