I planning to buy a new 13 MacBook Pro with Touch Bar to replace my old Mid-2012 Unibody 15 MacBook Pro
Should I upgrade the CPU to i5 3.1 / i7?
I using the MBP to connect 4k / 5k display and use Capture One Pro 10 process camera raw file
Some time use FCPX to do little video editing

Depends on wether you have already upgraded the ram or not. But to be honest unless portability is high priority you'd be better off with the quad core and dGPU in the 15 inch.
