Woke up this morning to unlock my phone and it would only take my pin and not my Face ID until I turned off then back on . Is this a sign of a hardware issue or do I blame iOS 16.3.1 etc?? Thanks

Not necessarily. Next time it does this , before restarting check to see if the iPhone had rebooted / restarted via the battery menu. If it had restarted then it would ask for passcode password.

So now that I rebooted it I cannot see the reason it would have rebooted , if it did reboot. Why would it have randomly rebooted in the middle of the night ?

Yea I got past the code and then tried my banking app and it did not work on Face ID like it usually does , until I rebooted the phone

Do a hard reset , if that dont work make a genius appointment

Well everything is back to normal after I turned phone off and back on but I’m chasing after what caused it .

Device restart happens from time to time depending on internal OS cleanup requirements. Maybe too much memory usage, or it needed to reset some long running processes. When it’s working fine it’s almost impossible to say why it restarted without going through the device logs.
