iPhone 14 Pro Max 14 pro max in Apple Pro Raw 48 MP Capturing images at differing MP

I'm trying to use my 14 pro max in Apple Pro Raw 48 MP to photograph my artwork. However the camera is creating different size images, for no reasons I can discern. Yesterday it was capturing the images at 84 MP, but today at only 24 MP. I have the phone set to 48 MP raw mode. Any suggestions for how to have it be consistent at the highest size possible?
 
Oh, we just figured it out. I had the flash on, which creates a lower size image.
 
Yep, flash and cropping into the image will reduce the file size.
Night mode will also revert the camera to 12MP images.
