I received the 2019 15 i7 32gb MacBook Pro. I did some tests. The first Cinebench test was ok. After 2nd or 3rd the situation changes, ιt reduces the power to 30-35 watts, the clock in 2.5-2.7Ghz and the temperature around 80 C. Why is that? Anyone with the same results?

The youtuber ZONEofTECH seems to have the same issue with the 2018 i9 processor. The video is here

2.) Intel power gadget 3.5.4 (3.5.5 shows error "The Power Gadget driver is not currently loaded.")

Now run cinebench 3-4 times, open a youtube video and check frequency and temperatures.

Now in the middle of the first test with a youtube video and 3 tabs opened the power is ~20 watts, the frequency ~1.8GHz and the temperature ~74 C.

Installing that version 3.5.4 has rendered
My 2019 MacBook Pro not be able to login.

If anybody knows how to uninstall in single user mode please let me know.

Update:

Managed to get things back to normal thru a combination fo .AppleSetupDone and safe mode.

I have news about my problem. The low power state takes place only when I have the power adapter connected. When I have only battery the power usage seems normal. I run many tests and every time I saw the case I described. Is this happening to someone else?

Did you check on battery if you had the same problem?

Asked client to check today, and as you found Mac performs as expected under battery conditions (without charger connected).

Will try with an alternative charger.
 
I just tested mine (2019 Base 15" i7) and it was at a steady 2.97 GHz at 97*C at 42-45 watts after three runs.
