Upgraded to iOS 15.4 and now photo stream isn't working with HEIF but will work when the camera is switched to "Most Compatible" so if you are having this issue that is a work around until apple fixes this.
He writes about "Photo Stream". You talk about "iCloud" - to different thinks.Are you able to try again? I just did a test photo using the "High Efficiency" mode. Then logged into icloud and sure enough, the photo is there.

"Photo Stream" is broken with iOS/iPadOS 15.4 regarding uploading HEIF images into the stream.
JPEG ("Most Compatible") images do work this is actually not what you want.
My guess is that you haven't turned off "iCloud Photos" on these devices.Okay, my mistake. I will have to see how it works on my end. Have not used that feature since probably iOS 6/7. lol
Update: I just took a photo using high efficiency mode. Then moved to my photo stream. Sure enough, it showed up on my other device. Both running iOS 15.4.
At least this bugfix will probably not get too high a priority.I have this problem too. Crap hope this isn’t apples way to turn off photo stream and force us to photo library.
Apple bug report webpage isn’t updated for iOS 15.4, highest version in the form is 15.3.1
That could definitely play a role here since I do use icloud photos. I specifically moved a photo to the photo stream album though, not sure if that is the same thing or not though, sorry.My guess is that you haven't turned off "iCloud Photos" on these devices.
This bug seems to occur with "My photostream" only.
Annoying isn’t it? It’s a pretty big bug that a main feature is killed with an update! I also turned off my photo stream and lost all these photos because of it. It’s not worth switching to compatible mode for me as Heic is so much betterI have same problem. I called support and even went so far as to erase all content and settings, and restore and set up as new phone. Signed in to iCloud and turned on photo stream. and still not working. So I'm convinced this is a 15.4 issue with photo stream. I am also worried this will never get fixed. I have a case number and will let you know when/if I get resolution.

Pretty slimy. Though if you have Amazon Prime they include photo unlimited storage so might just use that instead (and amazon works with live photos unlike Photo Stream)having same issues. Yep, like Google et al. All have spent a lot building out infrastructure, I can't begruge them for wanting to charge. Just sucks as photo stream was great for how I used it...Apple no longer allows new iCloud accounts to even access Photo Stream. It's a legacy feature only for existing accounts. So whether or not this is intended or a bug - it's unlikely to get fixed.

Couple options: If you pay for Amazon prime you get unlimited photo storage included, and if you pay for MS Onedrive/Office 360 it will backup photos.so for those of us who don't want a subcription/iCloud services we're back to manual updates

thanks but im not interested in or use those services. Ive been doing this for years. But again, they offered the 'sync feature' free (and at the cost of upgrading your hardware to get that feature)-now quietly taking it away. its a crappy way to treat your users.or go back to how we did things before iCloud…plug the phone into your PC to download the photos.
Sandisk also makes a nice lightning/usb thumb drive along with a companion app that makes it dead easy to pull photos off an iPhone And load onto the thumb drive.
