I've been noticing that a bit the last few days on my iPhone 12 Pro, usually in Safari I think. I might even suspect an iOS bug.

Oh yes! My 13 PM also stuttered a bit when coming out of Safari yesterday, I barely if ever see it stutter or freeze but yesterday was enough for me to notice.
