I'm noticing graphical issues when I restart or start up the device. The device will flash a graphical artifact across the display and then just show the loading bar versus the wallpaper and loading bar. I have attempted to reset the NVRAM and SMC and this didn't resolve the issue. Has anyone else seen this issue? I have attached a video of the problem as well.
Separate issue, the shadowing from a window such as iMessages will have specks, but when I quit this and open the application again it goes away. Please see attached photo.

not much we can do here. take her to the apple store. if they say it needs to be fixed, well im sure ur under 14 days return so exchange it for a new one
 
Looks like a classic case of defective GPU. Take her in to the shop for sure. She's toast!

The issue of driver problems and hardware problems tend to bleed into one another but to me is sounds like an assembly problem and not a software issue.

Everyone who's having problems with BTO 460s, couple that with no reported yield issues with Polaris 10 or 11 and I'm betting the issue lies at Apple's supplier and not the raw parts.

I'm not sure who they are using but I betcha its two different assembly companies (Foxconn, Pegatron etc)

I've been around for a little while on MBP's and it's a real shame that the QC isn't better. The premium people pay for this product is insane. Come on Apple step up your QC and testing game!!

the consensus on the issue that you show in the video is that is a normal thing when file vault is enabled, the second picture looks bad and would totally take it to apple to have it checked out.

Thanks for your post!! I should have done some more research to notice that. Kind of odd that file vault would cause that, but I turned it off and that startup issue went away.

For the photo, it's odd, because if I close out of that program and open it back the white artifacts go away. So I'm curious if this is a driver issue or not. Don't want to go through the process of returning this one and getting a new one, but I don't want a defunct graphic card either.

My guess is that it is a driver issue, as the radeon cards are literally brand new. so it might take a while for the drivers to be fixed. my recommendation would be to take it to apple and ask them what is going on
