A lot of people, and the Media have been saying we are expecting a lot of Mac Refreshes in the October event this month. Does this include the 15" rMBP update aswell ? There was an update just released by Apple in June-2018. So are we expecting an update again to the 15" rMBP in this Month ?

I don't think so. Mac, probably. Macbook, probably. Macbook Pro. No. Why? If you go to apple.com and you click on MAC, there you can see already a "NEW" under the Macbook Pro Logo. So it would suprise me.
 
There is absolutely no new hardware to be upgraded with. We are likely to see an iMac/MacBook (non-Pro) upgrades as Intel has released new CPUs for them and AMD is rumoured to release Polaris 30 this weekend.

Probably because the iMac, the MacBook and the MacMini haven't been updated in a while. I don't think that anyone is saying that MBP is long due for an upgrade though (unless they are just randomly blurting out words).

For some macs yes, the mini and iMac are needing an upgrade and a new machine to replace the air seems likely too. However the MacBook Pro with touchbar however was updated a couple of months ago to quad core for the 13 inch and hex core with a 32gb option for the 15 inch. If you need a new MBP with touchbar then now is as good a tome as any to buy one, they will not be updated again until summer next year.
 
Maybe the non-touchbar 13" version will be updated, but the other Macbook Pros should not, as they were very recently.

What would Apple update? the machine is on the latest chipset as it is.

No they just rolled out an update and so we'll see nothing further in 2018
