Yes, you can try sorting in iTunes and the new sorting transfers to the device, but if you have Apple Music this is hit or miss. But if you don't use Apple Music and sync to iTunes, yes sorting in iTunes transfers to the device.
If you use Apple Music and make your own playlists (I do) I have found that if you make a Smart playlist in iTunes which is based on the content of other playlists, then the smart playlist won't show up on the device -- "Playlist Is ..." criteria breaks Apple Music syncing across devices.
So if you have a Smart playlist that depends on another, change the Smart playlist to have its own criteria such that it does not depend on another playlist.
