Never I suspect, the 10th gen Intel chips are barely faster than the 9th gen. The 11th gen chips are supposed to be out towards the end of the year and will be the first 10nm H series chips with the new XE integrated graphics. I suspect Apple will skip the 10th gen completely and wait for the 11th gen chips.

If you had an old PC still running would you buy the 16" now or wait for the refresh?
 
When intel releases suitable CPUs. Right now the only high-end laptop CPUs they produce are still based on 5 year old tech with minor adjustments.

Which H series chips are you referring to? I was not aware of any 10nm H-series chip on Intels roadmap for the next two years. There is Tiger Lake this year that I am aware of but it’s only low-powered chips again...

If you can wait I think the next gen will be quite a jump up but of course there’s always something better around the corner. So buy when you need but if you don’t need it right now I think this will be worth waiting for.
