You will not find one for $400 unless there is something wrong with it. I had a 16GB white locked go for $500 a few months ago.
Yeah they are going to be quite expensive on ebay. I would say lowest around $500 upwards of $700-$800.
you have to be pretty lucky to get an iphone 8gb for under 400 unlocked too, well a decent condition
$500 is below cost for someone that is selling it for profit, unless of course they are exploiting a loophole or looking to get out of AT&T.
