Looking at the blurb for the next OS version, this might change. When you consider people that have limited download capability, the current policy is awkward, if not unsafe in rural areas with slow and intermittent broadband connections.Apparently Apple pushes out the entire OS image with every update, instead of just the files that have actually changed. It's incredibly wasteful and I can only advise that you submit feedback about it.
I think there was something about "faster updates" in the blurb for 11 or 12 too, and it didn't happen.
