Is it possible with Mavericks to have the dock on both screen or it is just for the menu bar?

If you was going to have a menu bar and dock on both screens it would be pretty much the same as mirroring both displays.

What Apple has done is, if you hold the cursor on the bottom of the screen without the dock, then the dock will move to the said screen. :)

This is the right answer according to WWDC videos. I have no external displays, but I do really wanna see two docks on two screens.
