20" display - horizontal screen refresh lines

Hi

Since I've had my 20inch apple screen (aluminium) i've noticed that when I'm scrolling down a webpage or playing a game a horizontal line appears like the screen isn't catching up with the graphics.

It appears about half way down and for about 4mm it blurs/displaces the image.

Does anyone else have a similar problem or do you think it is a problem with the display or graphics card ?

2.7Ghz G5, 20inch, 3gb ram, ATI Radeon 9650, mac os 10.4.3
