I tried figuring this issue I have with my Mac Pro 2.8 quadcore 2008. Since I bought the Mac 6 years ago used. I've always had to unplug it from the wall outlet, and then plug it back in the wall outlet for it to boot up. If I were too fire up the machine without unplugging first from the wall outlet, then plug it back in the Mac will turn on and the fan will be roaring and never will boot. But if I unplug it, then plug it it back in the wall outlet, then turn it on it, it will start up fine as expected. I've even put another video card and the same thing. I ran a test on the components, and everything checks out fine. I'm stumped ?
