2011 Macbook Air 3 beeps no screen... which usually indicates bad memory. Though I believe on here I read that someone just replaced the thermal paste on their Macbook Air's processor and that fixed their problem.

Looking at my processor the thermal paste iv very dried out.

Does anyone think cleaning up and reapplying thermal paste will work?

...it can't hurt since you already have it that far apart...the problem with the MBA is that the RAM is soldered to the logic board so that is a hard repair that may require going to apple.
 
I must say, from what I know I woud suggest your motherboard has giving up.
Try the paste, but have a feeling it aint gonna make a difference.
