2011 VW Jetta Bluetooth

I have an iPhone 5 utilizing latest IOS. I just bought a 2011 VW Jetta. The iPhone 5 does not seem to be able to detect the bluebooth in the jetta. How can i determine if the car is discoverable. My phone is discoverable.

I remember in my brothers 2012 GLI, you first had to turn on the car and stay in park. Then turn bluetooth on from the phone and car, search and the iPhone should be detected.

I wonder if I have to put it in neutral for manual transmission since there is no park per say
