I have seen instances where mid 2012 MBP 13" would show 512, 1gb or 1.5 video ram.

Sometimes machine with less ram would show more video memory.

    Machines run same OS.

Are some computers different? Has video ram size changed over time?

It uses some of the physical RAM to boost the vRAM of the iGPU. So a machine with more RAM will have a higher vRAM allocation for the iGPU. I believe there's also some terminal commands to force things.

    Not necessarily
Saw photos on eBay of same ram specs, same OS, but different video ram.

As I said you can force things through terminal commands. Google it.
