2013 Mac Pro issues ('other' storage, mojave update failure)

Long story short, I need to upgrade to Mojave or 10.12 at the least. I don't have enough space: Macintosh HD says 8.74 gb free but Mac Pro System Report says zero (see images below). Most of the space is contributed to 'other' .

Please send help
