Hello,

I have 13 inch 2013 MBP.

Operating System works OK but today I wanted to reinstall the OS.

Using all possible keyboard keys, C, D, CMD + R, CMD + ALT + R, does not take any effect and the computer just continues on with the operating system login screen.

I have added an empty SSD disk and this time a flashing question mark folder appears.

What might be the reason of the problem?

Is this a NON-retina MacBook Pro with the old-style SATA 2.5" drive?
(your original post is unclear).

If that's the case, put the original drive BACK IN.
Can you get the MBP "bootable" again -- even with the OLD drive?
The most important thing is to get it bootable and usable again.
If so, do that, then get back here, and I'll tell you what to do next.
 
This is non-retina version yes.

I got back the SATA drive but I can not manipulate boot with keyboard keys. It just passes to normal os login screen.
 
Remove the existing drive and boot without any connected drives. It doesn't ask you to choose a network?

After you get booted, does the keyboard work at all...?
Do the command, option and control keys function as intended? (after bootup)?

yes everything works fine. I used an external keyboard too. I am not sure why mbp does not let me get into recovery mode.
