A little confused about a lot that I have been reading about 4k, 60hz, and the 2014 rMBP 13". Is there any monitor that can display at 60hz with this setup?

Nope. The best you'll get is 4k@52Hz using SwitchResX (app). You'll need to connect the monitor to a Thunderbolt port using a display port cable. The monitor will need to support SST as well. HDMI will only allow for 30Hz refresh rate.

is 52Hz a big difference from 60Hz?
 
There is a noticeable difference, but for productivity tasks I find it totally fine and I think it looks almost the same. For gaming you would definitely notice a difference, but you're not going to be gaming at 4K on a MacBook Pro.

That being said, 52 Hz is MUCH, MUCH better than 30 Hz.

for basic tasks, it's barely noticeable. if you are planning on doing any photo editing with this setup, you may experience some lag, lightroom for instance is horrible if you're trying to work with 1 to 1 images...
