No. MacOS 13 will be revealed at WWDC on the 6th June, and a list of supported devices will appear shortly afterwards if not mentioned in the keynote.
Unlikely. The 2015 models support 8 macOS versions. The only computer to get more was/is the Late 2013 Mac Pro with 9, and that is likely because it was sold all the way until Dec '19.
However, it is plausible it will support it as I think the next OSX version will be the last Intel.
