Anyone get 20gb/s under Thunderbolt in system report? Shouldn't it say 40gb/s?
 
I suspect the 2 ports might be sharing 1 TB3 controller, hence the reduced bandwidth.
That's the case for two of the four ports on the 13" tbMBP, so could be the same for the nTB.

Edit: Getting 20 Gb/s on all my ports via system report on my 15" too, weird.

That's weird. Well if yours say 20Gb/s too, then I guess that's normal behavior.
 
Here are two images showing what I see on my System. Note that all Thunderbolt ports show 40 Gb/s except the port that has the ThunderBay 4 which is a Thunderbolt 2 device.

Note: I disconnected the ThunderBay 4 so there were no devices plugged into the right side USB-C connectors and both Thunderbolt ports reported 40 Gb/s.
