i currently have the 13 inch 2017 mbp without touch bar

is it worth it to pay 250 more to get the computer with the touch bar?

im not interested in the actual touch bar but i am interested in the extra fans , processing speed and extra ports.

What do you use the computer for?? Without this information its impossible to tell whether you will benefit from the extra features, including the touch bar for some uses this is a real bonus.
