Hello guys,

I could get my hands on a used 2018 6-cores 2.6, 32GB, 1TB 15-in for about 200$ cheaper than a new 2019 6-cores, 16GB, 512GB 15-in.

I saw many horror stories about the 2018, regarding throttling. Did the firmware update make it as good as the 2019, or if there are other external factors making the 2019 better?

Me personally I would have gone with the newer model. Usually throttling happens due to the CPU. A second iteration of the same platform on a much more mature manufacturing node will usually yield a chip with lower thermals.
 
I've had both - none of them throttled and both hit frequencies just above their base clock speeds.
 
for 8 cores 9th gen doesn't throttle where the 8th gen did, but for 6 core i7 the 8th gen and 9th gen not much difference.

it is lower but around 5% thermal. i would honestly save 200 and get 500gig more storage.
