I would imagine it's the screen itself, it probably didn't sync the resolution and refresh rate properly yet. Have you tried it with another screen to see if it still happens when you start up?

You could also try a USBc (Mac end) to displayport/minidisplayport (display end), and see if that makes a difference.

The important question:
Once up-and-running, is everything OK?

Personal experience:
With my 2018 Mini and Viewsonic 27" display, when I first press the Mini's power-on button, it takes a few seconds for the display to "wake up" to the incoming video signal.

That is to say, by the time the display "locks into" the signal, "the silver Apple" is already onscreen and the progress bar has already moved partially along its course.

But then everything is fine.
