Any idea why the screen does this on boot on my 2018 i5 mini

I would imagine it's the screen itself, it probably didn't sync the resolution and refresh rate properly yet. Have you tried it with another screen to see if it still happens when you start up?
Don't have another screen to test it on. It's a 4k monitor connected by hdmi 2.0 cable
Assuming that’s not temporary, you might need a better cable.
You could also try a USBc (Mac end) to displayport/minidisplayport (display end), and see if that makes a difference.
The important question:
Once up-and-running, is everything OK?
With my 2018 Mini and Viewsonic 27" display, when I first press the Mini's power-on button, it takes a few seconds for the display to "wake up" to the incoming video signal.
That is to say, by the time the display "locks into" the signal, "the silver Apple" is already onscreen and the progress bar has already moved partially along its course.
But then everything is fine.
It runs ok once booted, just didn't be like that should it
They don't think it be like it is, but it do.
