We have all noticed that the iPad Pro kept the same Air 2 Body style and Shape a whopping 4 year. And with the Removal of the Home Button there is No significant styling change coming anytime soon. (Besides much needed internal rigity rails that are need.

So why is the current iPad Pro line up in a 3 year life cycle.

2018 It was Released in November 2 months from 2019 so I doubt there will be a 2019 dedicated iPad Pro for a few reasons.

#1. USB-C what else can they add. It’s done.
#2. A13X might be a little faster but it will remain at 7nm and 8 Cores. That’s not going to change.
#3. Apple’s investment in Longevity look at how long lived the iPad Air 2 is still going. If taken care of iPads are long lasting.
#4. Any New Features. It is unlikely Apple will enhanced new iPads with features currents iPad can’t do.
#5. Display OLED. It will Only drive up the cost. And unliked IPhone OLED Displays which are constantly changing based on use. IPad Pro displays are static When people are Reading, or Typing, or Drawing OLED is a risk if you doubt me go to Best Buy and pick up a Samsung TabS4 no doubt it has burn in from in use.
#6. I don’t want to be a buyer of Apple’s First Tablet OLED Display it’s just a bad idea.

Current iPad Pro 3 Year Life Cycle.
Year 1 2019 No New iPad Pro If there is Minimal Upgrade Same Form and body.
Year 2 2020 New iPad Pro with OLED Display $899 Base Price A14X 5nm CPU 6GB RAM a good upgrade.
Year 3 2021 New iPad Pro with OLED Gen 2 Display 144Hz Gaming Display $999 Base Price. Will Run MacOS

Good points. I can only think there should be a revolution concerning the iOS. The upgraded screen would be be revolutionary.

Sad to say I'm not a young dude, so these predictions make me hoping I'm going to be around to appreciate them.

Maybe I should start a thread on Apple user pioneers. Hey, the good, bad and ugly thread. Lisa, // desktops, Xl Mac, Blackbird laptop, toilet seat laptop, Newton and beyond. Used to do in person user groups. In person MacWorld events.

Anyone remember Apple Talk networking and playing "The Maze" with up to 32 people? Probably not. I'm hesitant to out myself as an old fanboy. But my friends, you have to appreciate the past to truly understand what Steve and Woz did to get us where we are.

iPad Pros are on 1.5 year cycles - we’ve been through 3 years and 2 iPad Pro refreshes.

With that said I think iOS on the iPad still has a long way to go. Multitasking is still not ideal.

I pad needs it own Enhanced iOS Feature period. It’s not a new OS just 5 Enchaced features not unlike Apple Pencil and 120Hz Pro Motion.

#1. Bluetooth mouse and Keyboard support.
#2. Full screen scaling when connected to external display via USB-C
#3. Dedicated Sticky App support so If I want Twitch to stay active no matter what else I am doing.
#4. Double PopUp. My Note 9 has this you can set two Apps to start up in split screen simultaneously by clicking on 1 Icon.
#5. This Built into iOS 13 dedicated Apple support not by 3rd party.

I guess we will see more for the iPad Pro in terms of software next June. Hardware refresh is not very likely in 2019, I agree with the OP.
