2018 MBA Backlight Flickering, Automatic Brightnes

I'm having this issue with my MBA 2020. Apparently the issue comes back with Catalina? Does someone have a confirmation if this is a software issue or hardware issue?
Is there a solution?

I tested this in Apple Store, and can reproduce this issue on every single MBP... So it is a widespread software issue and Apple just ignore it. I wonder how can all the people bear with it for so long time without complaining.

Thank you very much for sharing your experience. I'm glad that this is just a software issue but on the other hand I think like you, how can this still be a bug affecting so many users on a really normal task like watching Netflix. I really hope this is fixed in the next big software update from Apple.
