Any game? No, and its not the CPU that is limiting your ability, but rather that the Mini is running with an Intel UHD Graphics 630 integrated GPU. If you want to play games, then your best bet is to buy a external GPU, which can get pretty expensive and take up desk space.

Another options is subscribe to a streaming service like Google, nvidia or Shadow Cloud.

If you're not familiar with stream, you're basically playing a game on a server, and if your network connection is decent then it should be fine. I think shadow cloud is the most robust at this stage as you have more options on hardware and access to configure the system to your liking, where as the others you pay to play.

Not without an external GPU inside a thunderbolt 3 enclosure. Those will add another $700 to your budget minimum.
