25k iTunes Match limit & Apple Music

I have both iTunes Match and Apple Music subscriptions. I'm used to the 25k limit impacting the number of tracks I can add prior to Apple Music, but it also seems Apple Music "respects" this same limit. When I reach the limit, I can't even add tracks from Apple Music to My Music. I can't remember seeing any information stating that Apple Music limited the number of tracks one can add.

Is this the behavior everyone else is seeing?
