I dont think it does. The OS is anywhere from 250MB to 297MB (smallest for the iPod touch, largest for the iPhone 3GS); many peoples' other is substantially less then that. On my iPod touch it's barely 100MB, on my iPhone it's barely 200MB.

Other also (I believe) includes cached data from the browser, apps, etc.

No, apps have a separate category in iTunes.

Sorry, that's what I meant. Not the apps them self but the data saved in them.
