27" 2011 Imac PSU Problem?

My power supply is making a very light buzzing-ish kinda noise. Its light, but its constantly there.

Having power delivery problems too.
2 out of 3 sata ports will NOT power up a 3.5" HDD.

Thoughts?
Do I need to replace it?
