does anyone know whats gonna be included in 3.1?
is it just the carrier update? or are there some bug fixes/new features?

It's not just a carrier update, as that would just be a carrier update through iTunes, not an OS update.
There are threads on 3.1 already.

The carrier update can be released at any time thru itunes.
You dont need a software update for that.

They both are taking too long IMO.
