Is it possible to use my 30" ACD as a tv? i'm planning to get the apple tv and connect the dvi with a hdmi to dvi adapter. Does anyone know if the picture quality will be good?

Why don't you buy a real TV instead?

I would but the wife... i have an extra 30" ACD that i don't use so i was wondering if i would be able to use that as an extra tv monitor to use for apple tv in my office... other wise i might just sell my ACD...

Possible, yes. However it will not look great on such a high resolution display, so you should just sell it (or give it to me).

Get the Elgato EyeTV Hyrbrid. I have one that I use with my 24" iMac and it works out super as a TV. A 30" ACD would only be better/bigger. An AppleTV would work fine too.

Two issues:
ACD does not support HDCP so protected content could be an issue

ACD requires dual link dvi to drive it (2560x1600 native resolution) and I suspect the apple TV does not.

Sell the ACD. There is really no reason to use a $1500 professional computer display as a TV.
